You can play the original Half Life without needing Opposing Force or Blue Shift and get a complete story. The difference being they werent content specifically cut out of the story. For example Half life: Opposing Force and HL: Blue Shift would be considered as Story DLC as would Diablo 2: Lord of Destruction for the original Diablo 2. Expansion packs are what I'd call Story DLC now.
